The continuous cooperation of the Chamber of Commerce of the United States is of the greatest assistance in increasing the scope and thoroughness of this work. The division is in no sense a regulatory body, nor does it attempt to decide what changes should be made. It does, however, function under the Bureau of Standards and in close accord with the American Engineering Standards Committee, which bodies offer technical assistance if it is desired. A preliminary meeting was held on November 5, 1922, in Cleveland, Ohio, at which the secretary of the association was directed to secure such data as would afford the basis for constructive action. This survey completed, there was called a general conference, which was attended by representatives of manufacturers and users of these types of containers. GENERAL CONFERENCE At the general conference, held on March 26, 1924, at the Department of Commerce in Washington, D. C, the results of the survey were submitted and discussed. Substantial agreement was speedily reached as to the essential items which would constitute an adequate variety of sizes. The items thus selected are shown in the recommended list printed on page 3. The only important point in controversy was the status of a 5-gallon straight-sided cylindrical container with or without bails. The representative of the paint and varnish industry was of the opinion that it should be classed as a drum, but the Steel Barrel Manufacturers' Association representatives emphasize the fact that the industry as a whole considered it a can, and for that reason the figures of the survey did not include the quantities manufactured...
